H&H Land & Estates is advising landlords across the region to remain alert to significant changes in rental legislation, as the Renters’ Rights Bill progresses through Parliament and the Government opens consultation on the Decent Homes Standard for the private rented sector.
The Renters’ Rights Bill completed its report stage in the House of Lords on 15th July , followed by its third reading on 21st July . The Bill will return to the House of Commons for consideration of Lords’ amendments, with the initial date for this stage set for 8th September .
Due to the summer recess the Bill will not receive Royal Assent until after Parliament returns. The Government aims for it to become law before the conference recess begins on 16th September , leaving a tight window for the so-called “ping pong” process, the back-and-forth of amendments between the Commons and the Lords.
“If these timelines are met, the legislation is expected to commence in the Spring of 2026 , although the schedule does remain subject to change.” Says Pauline Carrera-Silva, Lettings Manager at H&H Land & Estates.
Alongside this, on 2nd July , the Ministry for Housing, Communities & Local Government launched a 10-week consultation on the Decent Homes Standard (DHS). This will close on 10th September . For the first time, the DHS will apply to the private rented sector, introducing new criteria, updated definitions of disrepair, and explicit requirements to address mould and damp.
While the consultation’s proposals suggest enforcement will not begin for at least a decade, landlords are encouraged to consider future-proofing their properties now.
“These developments are a clear signal that the rental sector is undergoing one of the most significant overhauls in recent history,” concludes Pauline, “while changes may feel a long way off, it is far better for landlords to prepare early.
